This study, conducted by Indian School of Development Management (ISDM) and 4th Wheel Social Impact (4WSI), brings together insights from 25 NGOs and 21 experts. It critically examines whether existing tools and frameworks genuinely capture social change or merely create an illusion of impact. The report also highlights practitioner-led approaches to overcoming key challenges in the field.
